All film and drama awards in Korea are "rigged," (maybe the Busan Film Critics' one could be the exception, but I mostly mean those broadcast on TV and endorsed by major newspapers) in the sense that their committees are pretty much ruled by management agencies and entertainment lobbies. In the case of station-specific shows (KBS Drama Awards et al), they award rating hits for two reasons (1. masturbatory pats in the back for making them money 2. using these meaningless, virtual accolades to pump up prices when you deal with foreign broadcasters, particularly Japan), and as for movie ones or the Baeksang, they're ruled by the 나눠먹기 mantra, with a few token picks of the majors sharing most prizes.
I mean... Yoon Je-Gyun won for Haeundae. Any respectable award jury wouldn't even fart in his direction, in a year when Bong Joon-Ho and Park Chan-Wook had commercially successful/critically lauded releases, just to mention a couple of cases. But of course Haeundae and Take Off are Chungmuro's new flagbearers of the half-assed commercial renaissance (to the tune of "movies = hyundai sonatas") instigated by the rat fascists on top of the blue hill, so they share top prizes - and as far as TV goes, the political balancing from the management big three and the three broadcasters made sure recognition went to those who play the game safe, by the rules and who help maintain status quo. Something like Slave Hunters, despite the ratings, is everything but status quo. So they mostly ignore it, awarding the least deserving of all its nominations (the script) because Cheon is a proven Chungmuro draw - it's like throwing a bone to the minions, since only the top prizes get press. And Iris gets the nod as well, because of Lee's international appeal (vastly superior to Jang Hyuk's, although his performance in Iris was hardly memorable), and Taewon Entertainment's clout. No "talent" involved here, not now or back in the 60s and 70s. It's just behind the scenes political maneuvering.
It's not really a "conspiracy." It's how this business works (and it's not like it's any different in the US or Japan, really). Awards are meaningless, and it's always been the case, no matter whether Yoo Dong-Geun or Song Seung-Heon got the big prize. What you hope is that solid critical discourse will put the spotlight on more deserving shows... but then again, since the death of Dramatique critical discourse about TV dramas in Korea has been limited to a couple of smart bloggers and posters on DC, because webzines like TVian and 10Asia are a disgrace, corporate shills pretending to be critics, hanging from the mainstream's lips to make a buck, while at the same time prostituting their profession's true calling.
